By Default, the Cognos Advisor is not installed in the Cognos Express, select the Advisor from Manager Page, and click install button on the content page.
You can check the installation process in the event log windows on the right.
During installation service will be restarted and you will get warning message like this, just ignore and wait some time.
After that, refresh and re-login into manager
show the complete log
you are ready to use the advisor ..
You can launch the Advisor from the launch menu on upper right
